Imagine if some random group of people one day pronounced, "We want to register everybody's propane canisters! They're dangerous and explosive, and we want a full registry, and every time you buy, sell, or transfer a propane canister to someone else, you must inform us and pay a tax."
Complete and utter nonsense, but it's been around long enough with cars that people just take it for granted.
