Here's the underlying issue: Societies fall when the citizens become selfish, fail to take personal responsibility for their own issues, and lack integrity. The blame belongs to every person. You can't raise an ultraistic and service-oriented government from a selfish and leave-it-to-someone-else citizenry.
I think there's some truth to that, but I'm not sure an altruistic and service-oriented government is even achievable, nor desirable. Politicians, once in power, have little to no incentive to stick to their promises, and often don't even have the ability to. The government is a hammer, and every problem to them looks like a nail. Inevitably, over time, governments grow in power and corruption until they destroy the civilization they were supposedly created to "serve".
